Importers & Exporters welcome Single Window System

Importers and Exporters at the Tema Port have embraced the Single Window System introduced by the government for trade facilitation at the Port. When Radio Ghana visited the Port area on Tuesday September 1, importers and exporters were seen going about their usual duties to clear their goods.

Although the system is not fully operational, some clearing agents are hopeful that it will ensure speedy processing and clearing of goods thereby reducing cost of clearing.

The Single Window System introduced by the Ministry of Trade and Industry primarily provides the platform for an integrated clearance process to minimize the human factor as much as possible and, to a large extent help to reduce the processing time for trade documents.

After 15 years of operating with Destination Inspection Companies, DICs, the Customs Division of the Ghana Revenue Authority has taken over task to enhance Customs functions as a stop-gap measure fin improved trade facilitation.

The concept also provides an opportunity for importers and exporters to electronically lodge their documents, including customs declarations, certificates of origin, invoices at a single location to be accessed by all regulatory and trade agencies, instead of traders sending copies of the same documents to different agencies.

When Radio Ghana visited the Port importers and exporters were seen briskly going about their duties.

The new system being implemented by West Blue Consulting is in collaboration with GCNet Service and other Scanning companies at the Port. Mr. Sampson Asaki Executive Secretary of the Importers and Exporters Association expressed the hope that West Blue Consulting will always have their technical expertise on the ground to enhance the work of Customs.

    It is never true that traders and agents have accepted the Single Window Concept and are working normally as was reported. The system in place as we speak is the old system, we are still using the FCVR so one can not say that the new CCVR is in place. Registration with Customs has become a problem as most companies have not been able to register since Tuesday 1st September,2015. Agents have been going up and down with no results from Customs who seems to know nothing. The live chat portal is nothing to write about since officers there are not helping to solve problems and complains of users. If things are not put in place to address the situation on time there shall be a disaster at the ports .

    Mercy!- So far, no company to the best of my knowledge has been able to received so called CCVR. Prior to this useless system, we were been told it's would take only 48hrs to received the CCVR. Its has been a whole week since customs took over, yet not a single CCVR has been issue. My question is, did Customs lied to the whole nation or they were deceived by west blues?

    May you please consider the IDF application on the PAARS directly so as to avoid The current situation that makes declarants enter data twice. Re-entering of same after IDF successfully transported to the PAARS.
    I also want to advise on a positive discrimination in the sense that air shipments must be on priority list so as to give meaning to airfreight. SPEED is of the essence when it comes to air transport.
    Let PAARS makes the difference from the past that certificate of value for Customs purposes were nightmares. CCVRs should be ready within 2-3 hours maximum.
    Similarly, consignments by road must receive attention to avoid long waiting times at the borders.
