The lack of a single window for trade facilitation in many West and Central African countries has become an impediment to intra-regional trade, the Secretary General of the Port Management Association of the West and Central Africa (PMAWCA), Mr Michael Luguje, has said.According to him, out of the 20 countries within the PMAWCA zone, only Ghana, Togo and Benin have national single window systems that cover everything about port clearance procedures, as well as all other public agencies involved in the certification of products and payment of fees within a trade hub.

Ghana adopted the Pre-Arrival Assessment Reporting System (PAARS) on 1st September, 2015. This is to be complemented by the full adoption of the Single Window environment concept of clearing goods. The adoption of the PAAR System brought about the cessation of operations of the Destination Inspection Companies (DICs); meaning Customs has now taken control of its two core functions of valuation of imports and exports and the proper classification of goods under the Harmonized Commodity Description and Coding System (the HS). - See more at: http://ghanatalksbusiness.com/index.php/news/ghana/item/2915-the-succe#sthash.1AjRhPbi.dpuf

He explained that for the past one month, the Customs Division started the implementation of the Pre-Arrival Assessment and Report System (PAARS) and not the Single Window System. The PAAR is a system, which allows to key in the needed information concerning their consignment before its arrival in Ghana to enable the Customs Division to do its assessment and classification prior to arrival for easy clearance. He added that the Single Window is still at its planning stage with the formation of an Inter-ministerial Consultative Committee under the Chief of Staff's Office.

It’s exactly two weeks today since Customs took over the import classification and valuation role with the support of IT firm, West Blue. About 1000 of the reports used by clearing agents have so far been issued. This is below the about 10,000 which used to be issued by the Destination Inspection Companies, DIC’s within the same time period.
